Opportunity assessment

Agree the lead partner, technical responsibilities, staffing, budget assumptions, quality checks, reporting lines, data ownership, publication rights and conflict management. Any exclusivity or representation should be explicit.
Implementation partnerships
Country-level fieldwork, sector expertise, stakeholder engagement, data management and economic analysis may be commissioned as defined work packages. Central assurance and agreed documentation keep a multicountry study comparable.
