Monitoring and Evaluation
Programmes need evidence that explains implementation, progress and the reasons results differ from expectations. IDER designs monitoring and evaluation work around the decisions programme managers and funders must make. We help clarify intervention logic, define useful indicators and examine delivery and outcomes, bringing together quantitative and qualitative evidence to support learning, accountability and practical improvements across public, development and enterprise-support programmes.

The decision challenge
Reporting can become an exercise in counting activities without establishing whether a programme is reaching intended groups or delivering meaningful results. Inconsistent indicators and incomplete data make it difficult to diagnose problems, compare progress or decide what should change during implementation.
Questions we help you answer
- Is the programme being delivered as intended and reaching the intended participants?
- What progress is being made against clearly defined outputs and outcomes?
- Which implementation changes would improve effectiveness and learning?
What the research covers
How we build the evidence
- Theory-of-change review and development of indicators, baselines and evidence plans
- Review of programme records, administrative data and monitoring systems
- Participant surveys, key-informant interviews and qualitative enquiry
- Mixed-method analysis of implementation, performance, context and plausible explanations
Decision-ready deliverables
Monitoring and evaluation framework with indicator definitions and data responsibilities
Evaluation report addressing agreed questions and evidence limitations
Results tables or reporting dashboard within the agreed scope
Management recommendations, learning brief and dissemination presentation
What this enables you to decide
Improve programme delivery, focus management attention and strengthen reporting on agreed objectives. The evaluation helps clients decide what to continue, adapt or investigate further, while distinguishing monitoring trends and outcome findings from claims that require a causal impact design.
Quality and interpretation
Evaluation questions and judgement criteria are agreed in advance. We review indicator consistency, sampling and data quality, triangulate sources and document limitations, with proportionate consent, confidentiality and safeguarding considerations throughout fieldwork, analysis and dissemination.
Delivery, dissemination and use
Ghana is the operational base. Other country delivery is assessed against the required scope, expert capacity and local arrangements. Findings can be shared through technical reports, executive briefs, stakeholder workshops and programme learning sessions, with participant confidentiality and agreed publication permissions.
