Poverty estimates changed: revise the evidence register before the target

How development teams and market researchers can distinguish a statistical revision from a real change in household welfare.

Key finding

A lower estimate for the same historical year is a revision of knowledge, not evidence that households improved between release dates.

Read the year as well as the release date

The World Bank’s 22 September update revises global extreme poverty in 2024 from 846.8 million people (10.4%) to 824.3 million (10.1%). The threshold is US$3.00 a day in 2021 purchasing-power-parity terms. Both estimates concern 2024; the difference must not be described as people escaping poverty between March and September 2026.

Evidence: see source records below.

Keep a versioned evidence register

Record the reference year, release date, retrieval date, poverty line, PPP base, welfare concept and population coverage for every estimate used. Save the original value and source before adopting a revision. Create a change log explaining which reports and decisions depend on it. A dashboard should distinguish an updated estimate for an old year from a new observation for a later year.

Rebase a programme without inventing impact

If a performance framework used the earlier vintage, show the original baseline and a revised baseline side by side. Where comparable revised values exist, recompute the series consistently and retain the audit trail. Do not subtract a revised endpoint from an unrevised baseline and call the difference programme impact. Impact claims require a credible counterfactual and consistent measurement beyond an aggregate poverty trend.

Do not turn PPP into a retail price or eligibility rule

For a Ghana-focused programme or commercial affordability study, obtain the relevant national or local evidence with its own definitions. An international PPP threshold cannot be converted into a daily cedi budget using the market exchange rate. Test purchase capacity with current household expenditure, seasonality and essential-cost evidence; global headcounts do not identify eligible households or customers.

A practical release checklist

Before the next board pack, ask whether each chart labels both the observation period and the data vintage. Identify any altered target or market-size calculation, quantify its sensitivity and state whether the change comes from new evidence or changed behaviour. Keep forecasts, nowcasts and survey-based estimates visibly distinct. Escalate a broken comparison rather than silently filling missing values.

Method and reference period

Compare two vintages for the same 2024 global reference year as reported in the official update: 846.8 − 824.3 = 22.5 million fewer people in the estimate, and 10.4 − 10.1 = 0.3 percentage points. These are revision differences, not measured transitions out of poverty. IDER has not recalculated the underlying household surveys or produced a Ghana estimate.

Limitations

Global estimates are not Ghana-specific rates, administrative eligibility lists or measures of programme impact. PPP dollars are not market-exchange-rate dollars. Survey coverage, welfare concepts and data revisions can affect comparability; country-level application requires the underlying country documentation.
