Executive takeaway
The most useful technology investment question is specific: which operating task will become more reliable, faster or less costly, and how will management know? Ghana’s latest accessible connectivity statistics provide a stronger basis for discussing delivery channels. They cannot establish that buying software, adding an app or introducing automation will improve a particular company’s productivity.
For the next budget round, CIOs and operations leaders should jointly sponsor one workflow case before selecting a product. The approval should identify the process constraint, baseline, expected operating change and full cost of maintaining the service. This creates a practical route from technology ambition to an investment decision that can be checked after implementation.
What the evidence shows
NCA’s monthly data file reports 30,515,711 mobile data subscriptions and 213,412 fixed-network data subscriptions in June 2026. Subscriptions are service connections, not a count of unique people or enterprises. A national total cannot establish the quality available at a particular factory, shop or field location. [S1]
The latest detailed quarterly bulletin listed in the NCA archive covers January–March 2026. It reports that 99.12% of mobile data subscriptions were prepaid. This describes a subscription category; it does not measure enterprise affordability or explain customers’ individual behaviour. Product and channel design still require testing with the intended users. [S2]
In its 1 September 2026 digital-trust launch statement, the Cyber Security Authority reported 3,876 recorded cybersecurity incidents during January–July 2026. The count is administrative reporting, not a probability of loss for a proposed project. It is relevant context for including security, recovery and incident handling in an operating plan. [S3]
Why this matters
Choose a bottleneck with a measurable consequence: orders awaiting confirmation, invoices delayed by missing records, repeat data entry, or maintenance requests without an owner. These are possible use cases, not measured conditions across Ghanaian businesses. Record where the task starts and ends and which team can change it. A broad ambition such as “become digital” cannot establish whether a purchase solves the constraint.
Define the value mechanism before estimating savings. If an application reduces processing time, establish whether that releases usable capacity, reduces paid overtime or merely changes how employees allocate their day. If it reduces errors, specify the rework, credit notes or missed deliveries that should change. Avoid counting the same benefit as both a cost reduction and additional revenue unless the underlying activities support both.
Appraise the complete service. Include integration, data preparation, training, support, recurring licences, connectivity, power arrangements and recovery procedures. Where charges are denominated in a foreign currency, test the relevant payment exposure. Keep vendor assumptions identifiable and replace them with observed pilot results when available. A purchase price is only one component of the decision.
Connectivity should be evaluated where work occurs. Test the intended process during relevant working periods, including recovery after a connection fails. Determine whether a delayed task can queue safely or requires an immediate alternative. A second connection may help, but its usefulness depends on whether it can keep the actual workflow operating; a contract alone does not demonstrate that.
Who is affected differently
A head-office reporting tool, a multi-branch sales system and a field-service application have different dependencies. Central teams may prioritise integration and access controls, while field operations may need simple interfaces and a safe way to resume interrupted work. Evaluate those requirements directly instead of assuming one deployment model fits every location.
Smaller firms may need to preserve cash and choose a limited scope with clear ownership. Larger organisations may face more complex data migration and coordination demands. Neither size category guarantees a successful implementation. Staff capability, process stability, the quality of existing records and management’s willingness to change routines should guide the rollout sequence.

Evidence boundaries
Research cut-off: 26 September 2026. June 2026 is the latest verified monthly connectivity period; the detailed bulletin covers Q1 2026. Exact publication days are not visible in those documents. Their subscription counts cannot measure local uptime, unique users, customer purchasing power or enterprise productivity. CSA incident reports are not a complete census of cyber losses.
No company workflow or project-cost dataset was supplied. The appraisal and pilot design are recommendations, not an IDER evaluation or a promised return. Management should set thresholds from its service obligations, funding capacity and observed baseline rather than borrow an unsupported universal payback target.
